Payroll report: Kumbungu D/A primary school exists, OSP’s investigation is so flawed – Ras Mubarak

Former Member of Parliament for Kumbungu, Ras Mubarak, has said the Office of the Special Prosecutor got its facts wrong in the payroll audit that was conducted with the Controller and Accountant-General’s Department (CAGD).

The OSP, CADG report had captured that “In one instance, it was discovered that a Primary School in the Kumbungu District of Ghana Education Service did not exist at all.

“Yet, this non-existent contrived entity was represented as staffed and the purported staff were being validated monthly and being paid salaries.

“It is extremely worrisome that a non-existent entity had been designated as a functioning District Assembly Primary School and the data of the artificially created staff had found its way into the government payroll system for regular payments.”

Reacting to this portion of the report, Ras Mubarak wrote on his Facebook page “Very Bizarre. I don’t know where the Office of the Special Prosecutor – Ghana got its facts, but the investigation is so flawed.

“Contrary to reports that Kumbungu D/A primary is nonexistent, the school has been functioning for several decades, with existing structures. I know this for a fact because the school is just a few meters from my house in the constituency.

“I have made donations of books and learning materials to the school as far back as 2015, and subsequently when I became MP. The OSP must come again.”

However, a source close to the Office of the Special Prosecutor has refuted the claims.

“OSP never said Kumbungu D/A primary school. He said A primary school listed in Kumbungu doesn’t exist,” the source said.
